As one Founding Partner of PhiCap, Jeff Slotterback carries years of executive experience both inside and out of the energy sector. Jeff most recently served as the Principal Executive Officer and Chief Financial Officer for the Atlas companies, publicly traded energy enterprises including Atlas Energy Group and Atlas Resource Partners.

At Atlas, Jeff led these companies through all phases of their life cycles, from significant A&D-driven growth, to entity-wide monetization mergers, culminating with in-court and out-of-court balance sheet restructurings and liquidations. Jeff graduated from Muhlenberg College with a degree in Accounting. He’s a certified public accountant as well as a member of the PICPA and Turn-Around Management Association of Philadelphia.

Brian Begley, CFA

Founder & Partner

Before becoming a Founding Partner of PhiCap, Brian Begley served as the VP of Investor Relations for the Atlas companies, publicly-traded energy enterprises including Atlas Energy Group and Atlas Resource Partners. There, Brian helped in the investor marketing and consummation of three initial public offerings, approximately $20 billion in acquisitions and divestitures, including the sale of Atlas’ parent company twice in that time frame, and equity and debt offerings of over $6 billion.

A Villanova University graduate with a degree in Accounting, Brian is a chartered financial analyst (CFA) and a member of the CFA Institute and CFA Society of Philadelphia.Brian is a Registered Representative of Finalis Securities LLC Member FINRA / SIPC.

Michael Downs

Partner

Before joining PhiCap, Michael Downs was the Chief Operating Officer at Falcon Minerals, a publicly traded minerals company. There, he led the operations team, and oversaw results and forecasting. He played a key role in securing over $30 million in organic acquisitions and was part of a reverse merger that helped Falcon hit a $2.5 billion market cap.  

Before Falcon, Michael was the VP of Operations at Atlas Companies, which included Atlas Energy Group and Atlas Resource Partners, along with several subsidiaries. Since 2009, he oversaw operations across multiple offices and managed the deployment of over $500 million in development capital for drilling and producing oil and gas wells across the U.S. He also took care of a $1.7 billion joint venture with a larger international company and was involved in over $20 billion worth of acquisitions and divestitures.

Bryan Rusin

Managing Director

Before PhiCap, Bryan served as the Director of Accounting for several publicly traded companies including Atlas Energy Group LLC and Titan Energy LLC, as well as several of their subsidiaries. That experience embedded him in all accounting department functions including oversight of day-to-day financial operations & management, accounting procedures, and system implementations.   

Bryan also gained transactional experience through the formation of several limited partnerships, various asset disposals, and assisting with required legal & regulatory filings.A University of Pittsburgh graduate, Bryan is a certified public accountant (CPA) as well as a member of the Pennsylvania Institute of Certified Public Accountants (PICPA).
